When installing the NetBackup Client 6.5.2 via Altiris onto Windows Server 2008 x64 SP2 the install will fail with error 1603 if the user who the job is running as is not logged on the console.

To work around the issue, copy the files locally and then run the Altiris job as LOCAL SYSTEM.

The issue is also seen with Symantec NetBackup 6.5.4.
